When WAA failed to allocate memory for the command connection listener thread (running out of memory).

2. At what kind of state does it occur?

- On WAA startup if the Update Management Agent (UMA) listener option is started.

- When UMA listener option is started. For exampe, by clicking the start button under UMA section in WebALARM Console (WAC)
